YEREVAN, April 4. /ARKA/. The Council of Europe said today that in close cooperation with Armenian Ministry of Territorial Administration and Development and with the generous support of the Austrian Development Cooperation it launched the project “Democratic Development, Decentralization and Good Governance in Armenia.”
The Council of Europe said in a press release that the project aims to support democratic consolidation in Armenia by contributing to the development of effective, accountable and transparent local government bodies. It will assist the Armenian authorities in preparing legislation to support decentralizing while developing the capacities of consolidated communities to better prepare themselves for decentralization.
The project launched in the context of the Council of Europe Action Plan for Armenia 2019-2022, will run until the end of 2021 and has a budget of 1.5 million EUR.
As a result of the project local authorities will be expected to deliver better services to citizens They will have developed capacities to strengthen their institutional structures, improve civil participation and the empowerment of women and will have increased understanding of and respect of for good governance principles.
The launch event served as an opportunity to present planned project activities such as consultation initiatives, training workshops, an e-learning course and a small grant scheme for consolidated communities. The main stakeholders discussed the challenges and opportunities in promoting good governance at local level and shred experience and lessons learned from the previous phase of consolidated reform in Armenia.
The project will support in particular the 52 consolidated municipalities, assisting capacity development and ensuring that enlarged local government units develop the skills and competences to assume and exercise newly developed competences.
